Nelson Grace Gentlemen.'arolina Power 6 Light Company (CP&L) intends to declare the Start-Up Test Program at the Shearon Harris Nuclear Power Plant (SHNPP) to be complete on July 1, 1987. The above referenced letters describe the status of the Start-Up Program prior to issuance of the full power operating license. There are two outstanding preoperational tests remaining to be completed. The attachment to this letter describes the current status and plans. Based on the fact that alternate means are currently in place for these remaining preoperational
- tests, the Start-Up Program will be declared complete as of July 1, 1987.

START-UP PROGRAM There are two outstanding preoperational tests remaining to be completed in the Start-Up Program. They are as follows: 1. 1-7045-P-02 Volume Reduction This preoperational test is for the polymer system and has not started. 2. 1-7045-P-05 Dr Products Stora e and Transfer This preoperational test is also for the polymer system and has not started. These remaining systems are not safety related. Currently, measures are in place that serve the functions of these systems. The plant solid waste needs will be handled by vendor provided services until the solid waste tests are complete. The Harris Plant Process Control Program (PCP) recognizes the possible need to use vendor services if equipment is out of service for any reason. The PCP was submitted to and approved by NRC staff in Supplement No. 3 to the Safety Evaluation Report (SSER 83). Carolina Power & Light Company (CP&L) currently has contracts in place with vendors to provide these services if they are required before the installed systems are placed into service. The equivalent measures CP&L has instituted for the Solid Waste Management System meet the requirements of 10CFR20.106, 10CFR50.34(a), and 10CFR71 as well as GDC 60, 63, and 64. Based upon the fact that we have alternate means currentLy in place for the remaining preoperational tests, it is our intent to declare the Start-Up Program complete as of July 1, 1987 and close out the Start-Up Program. The remaining preoperational tests that are not complete at that time will be shifted to the Technical Support Unit under the System Engineers for the responsibility and completion of the preoperational tests. Remaining Start-Up Work Lists items for these preoperational tests will be tracked using the Operations Work Request & Authorization (WR&A) Procedures.
