- HARRIS NUCLEAR PLANT - DOCKET NO. 50-400 This letter refers to the meeting conducted at your request in the Region II office on May 1, 1987.
The meeting involved a presentation and discussion on, Balance of Plant Transients and Security System Improvements Status at'the Harris facility.
Enclosed is a summary of the meeting topics.
It is our opinion that this meeting was beneficial, and provided a better understanding of the test program status of the Feedwater and Condensate System and the status of the security upgrade review.
In accordance with Section 2.790 of NRC's Rules of Practice, "Part 2, Title 10, Code of Federal Regulations, "copy of this letter and the enclosures will be placed in the NRC's Public Document Room.

SUBJECT:
Balance of Plant Transients A meeting was held in the NRC Region II office on May 1, 1987, to discuss the Harris test program status and reactor trips due to the feedwater and conden-sate systems.
Region II began this meeting by stating that the NRC's main concerns were the safety systems challenges from the reactor trips caused by transients of the feedwater and condensate systems.
CPSL discussed in detail, the sub-tiered causes of the reactor trips generated from the secondary
- side, along with a description of the secondary system configuration and design changes intended to fix the problem.
CPSL also provided a
summary of the remaining power range testing to be completed, and indicated a tentative schedule for completion.
Also discussed was their systematic approach to the secondary plant problems.
CPSL gave a brief status of their Security System improvements and how their task force organization is identifying problem areas and recommending fixes, both long term and short term.
The NRC noted that CPSL has shown significant improvement in their security program upgrade.
Region II concluded the meeting with a final discussion.
Region II stated that CPKL has shown that the plant has been aggressive in their corrective actions for both the secondary side transients and the security problems.
