USNRC Letter of May 12, 1987 As a result of an identified need to enhance the reliability and overall effectiveness of the Security Program at the Shearon Harris Nuclear Power Plant and specifically the integrated security

system, a Task Force was directed by the Plant General Manager on March 11, 1987.

The Security System Task Force consists of a multi-disciplinary team of personnel, including the following'.

Chairman Planning 6 Scheduling Software Consultant Engineering Maintenance Licensing Security Clerical Task Force objectives are divided in two efforts', short term items designed to identify problem areas and recommend/implement fixes or changes that can be accomplished relatively quickly that have an immediate impact of reducing regulatory reporting requirements and enhancing system reliability, and long term items provided for management review that are cost effective and that improve system reliability and reduce regulatory reporting.

The Task Force meets on a weekly basis.

The first two meetings addressed the scope of the project, refined a base list of short and long term items, and assigned responsibilities for problem reviews and performance of work.

Subsequent weekly meetings are conducted to maintain and document the status of work on each identified item, as well as additions or changes to either the short or long term lists.

Task Force members and elements from their respective units are currently working from a list of 35 short term items.

Fifteen of the 35 have been implemented and the remaining 20 are either working (at various stages) or awaiting implementation.

Examples of short term items include the following'.

-Upgrades on multiplexor internal ribbon cables

-Reduction of system caused annunciations from various system devices such as'.

"'Card reader intercoms

"-Sector Violations

  • Perimeter E-Fields 6 Microwave

<Vital Area Door Switches

-Stabilization of perimeter micro~ave units

-Upgraded Card Reader Reliability

-Enhancements to control units for the perimeter intrusion detection subsystem MEM/HO-8704470/PAGE 2/Osl

-Reduction of software malfunctions

-Reduction of firmware failures

-Enhanced visitor processing

-Integration of equipment manufacturer representatives with task force engineering and maintenance personnel in certain areas such as firmware (multiplexors and front end processors) and microwave units

-Dedicated assignment of I&C Technicians to the security system

-Stabilize items such as fence signs and specific barriers which contribute to nuisance annunciations The Task Force has identified 16 long term items, three of which have been implemented.

Each item, either short or long term, is examined in detail by Task Force members before work commences to determine the root cause of the problem, its feasibility, value to the security program, cost impact, impact on other plant organizations, and regulatory considerations'hus far, the implemented enhancements have reduced perimeter nuisance alarms by approximately 70-75X, reduced computer software failures by approximately 85-90K, identified problem areas within the system firmware (work has started),

reinstated confidence in the security system, and significantly reduced event reporting to the USNRC.

The Security System Task Force has the full support of Harris Management and will continue to function as long as may be necessary to achieve the desired level of system stability.

The assignment of dedicated I&C and computer personnel, enhanced procedures, and long term efforts, are a part of the efforts to approach the security system proactively and prevent degraded or otherwise reportable conditions.
