NPF-63 HARRIS PLANT LICENSING ISSUES Gentlemen; To facilitate the licensing interface, Carolina Power & Light Company (CPItt:L) has developed a prioritized list of 1987 licensing issues for the Shearon Harris Nuclear Power Plant (SHNPP). During the past year CPRL has been submitting, on a monthly basis, a similar list of outstanding licensing issues relating to CPRL's H. B. Robinson Plant. These lists are not comprehensive lists of every outstanding and future issue but rather a prioritized summary of issues which require NRC review and action during 1987. The attached list is the prioritized list for the SHNPP. It is our intention to revise and submit this list on a periodic basis. The following issues listed in order of priority willrequire NRR resources during calendar year 1987: 2. 3. In-service Testing (IST) Program Approval - SSERO, Section 3.9.6 grants interim relief until the first refueling outage. CPRL letters dated 12/31/86 and 3/20/87 provide additional commitments. NRC needs to approve program or request additional information. Steam Generator Tube Rupture (SGTR) Analysis Approval - License Condition 2.C(5) requires CPRL submittal and NRC review and approval of analysis by the first refueling outage. CPRL is developing analysis through Westinghouse Owners'ubgroup; however, an NRC SER is required prior to a plant-specific submittal. CPRL willmake the required submittal or request an extension of the license condition if the NRC SER issuance impacts ability to meet current schedule requirement. 10CFR50.62 ATWS Rule Compliance - CPRL's initial submittal on the ATWS rule was made on 10/10/85 committing to installation of modifications during the first refueling outage. Subsequent to that submittal, the WOG has refined the generic designs for compliance with 'the rule, and final NRC approval is required. CPRL willmake a separate plant-specific submittal detailing modifications to the Harris Plant which willrequire NRC approval. See SSER2, Section 15.8. 5. 6. 10CFR2.206 Petition Response Intervenors filed a petition per 10CFR2.206 on 10/17/86. Although all issues have been addressed and a Region II inspection report written, the Director of NRR is required to issue a decision on the petition. Technical Specification Changes for Cycle 2 Reload - Although not yet submitted to the NRC, CPRL has identified several Technical Specification changes to support an extended fuel cycle with the Cycle 2 reload. CPRL willsubmit these changes as they are finalized, and they willrequire NRC approval prior to the first refueling outage. Natural Circulation Cooldown Tests - CPRL willprovide information to resolve the issue regarding Natural Circulation Cooldown Tests at high power levels, (SSER 0, Section 5.0.7.5). 7. Technical Specification Changes Based on LOCA Reanalysis - Although not yet submitted to the NRC, CPRL anticipates changes to Technical Specifications in conjunction with a revised LOCA analysis using the BASH code. The reanalysis is currently pending completion of power ascension testing, and it willbe several months before Technical Specification changes willbe submitted to the NRC. 8. Accumulator Pressure Instrumentation Backfit By letter dated 2/6/86, CPRL identified a backfit on qualification of accumulator tank instrumentation. By letter dated 6/6/86, NRC denied this issue as a backfit and advised CPRL of the option to appeal the decision. A final CPRL decision on whether to appeal this issue is still pending. In the event that CPRL appeals this issue, NRC resolution will be required. ()447NEL/bmc)
9. Security Plan Approval - By letter Dated 1 1/26/86, CP&L submitted changes to the plant security plan as required by 10CFR73.55. Implementation of these changes is pending NRC approval. 10. Procedures Generation Package (PGP) - By letters dated 8/29/86 and 10/1/86, CP&L committed to document the validation/verification program for emergency operating procedures in a revision to the PGP by 0/15/87. This information willbe provided to the NRC as committed. 1 l. FSAR Amendment No. 39 - In a series of letters docketed prior to receipt of the low-power license, CP&L committed to make changes to the FSAR in a post fuel-load amendment. This information willbe submitted as FSAR Amendment No. 39. 12. In-service Inspection Program - CP&L willprovide NRC additional information regarding the In-service Inspection Program, (SSER 0, Section 6.6.3). (l447NEL/bmc)
