Carolina Power dc Light Company (CPt'.t:L) hereby submits "Change 1" (dated December 31, 1986) to the North Carolina Emergency Response Plan in support of the Shear on Harris Nuclear Power Plant, Revision 2. Change 1 revises portions of the plan dealing primarily, though not exclusively, with the ingestion pathway and reflects current guidance to the agencies that would participate in the response effort. This change was in effect for the February 1987 exercise and does not reflect changes as a result of that exercise.

In compliance with the Final Rule regarding Communications Procedure Amendments for Domestic Licensing of Production and Utilization Facilities (51FR00303, dated November 6, 1986), CPl!t:L is submitting four copies of the "Change 1" using the distribution called out in Section 50.0(b)(5) as opposed to the 13 copies submitted previously.

Plan that supports the Shearon Harris Nuclear Power Plant.

This change deals primarily, though not exclusively, with the ingestion pathway'nd reflects current guidance to the agencies that would participate in the response effort.

All readers of the plan are encouraged to submit comments and recommendations to improve the effectiveness of this plan.

Instructions for making appropriate changes to update this plan are attached.

The enclosed index tab and agricultural brochure should also be inserted into Annex K.

After these changes have been

made, please complete the Record of Change Form located at the beginning of the plan.
