CONPANY'S SHEARON HARRIS ttNIT 1 XCKET NO. 50-400, STATUS OF FACILITY COtItPLETJON Based on the 1mplementation of the prescribed NRC inspection program and other related inspection activit'ies, re have determined that construction and preopera-t1onal testing of Shearon Harris Vnit 1 have been completed 1n accordance with the FSAR, other docketed coIIIIiteents and regulatory requirements to the extent necessary for issuance of a Low Power Lfcense.

Included in the Region II assess-ment was the review of the draft Shearon Harr1s Unit 1 Low Power License, dated October 1, 1986, and COL Status for Fuel Load letters of August 1 and September 29.

1986, requesting construction and preoperational testing exemptions.

Region II has no issues with regard to these documents.

Me requested and received from CPAL the status ef completion letter dated October 3, 1986.

The letter is acceptable and consistent with our findings.

There are a number of issues remaining to be resolved between 1ssuance of the Low Power and the Full Power Licenses.

Therefore, the enclosure to this lemorandum, 1dent1fying these Issues.

is recoIIIended as an attachment to the Low Power License for Shearon Harris Unit 1.

Also, we have recently received several allegations that will possibly not be resolved prior to issuance of the Low Power License.

Therefore, these allegations have been reviewed pursuant to the NRC Statement of Policy:

Handling of Late Allegations, dated March 19, 1986.

Our review has determined that either these allegations would not be material to the low power licensing dec1sion, even if true, or the allegations, if potentially material, are not new issues, in that similar concerns have been evaluated and found to be not substantiated.

Me w111 resolve these allegations prior to issuance of the Full Power License, Based on the above, Region II recoIITIIends issuance of a Low Power License for Shearon Harris Unit 1.

Qe have reviewed CPSL's preoperational and startup schedule to full power operation and find it acceptable.

Me will follow these activities, and the attached license conditions and keep you apprised of our findings during this period.
