Dear Mr. Denton:
Carolina Power R.Light Company (CPRL), as requested by the NRC Staff, submits comments on the preliminary draft of the proposed full-power license for the Shearon Harris Nuclear Power Plant (SHNPP).
The attachment provides the comments and justification.

Delete the words "as agent" to reflect agreement between CPRL and the Power Agency.
Delete the words "and Attachment 1
to this license. Attachment 1 to this license is hereby incorporated into this license." Also, delete Attachment 1 and renumber the subsequent attachments.
Refer to letters dated December 19 and 29, 1986 from R. A. Watson (CPRL) to Dr. 3. Nelson Grace (NRC) for justification.
2.D Revise the indented paragraph to read:
"Shearon Harris Nuclear Power Plant, Unit 1, is exempt from the requirement of 10 CFR 50, Appendix E, Section IV.FI for the conduct of an offsite full participation exercise within 1 year before issuance of the first operating license for full power and operation above 596 of rated power, provided that a fullparticipation exercise is conducted before or during March 1987."
Also, delete the last paragraph of this section.
2.G Correct typographical error on the next to the last line. Change "with" to "within".
0 of Item 6 of Attachment 3 Add the following after Item 6.1:
"For Items f through 1 above, the licensee willmeet the cited requirement or willperform a site-specific analysis and willobtain concurrence from the TDI Owners Group's technical representative/
consultant for any deviations."
This willproperly reflect the intentions of the above-referenced license conditions.
