I am pleased to respond to.your letter ofOctober 31, 1986, in which you wish to solicit comments on the-proposed structure and purpose of a Citizens Advisory Board in the city of Raleigh, North Carolina.

You state that the Board would be comprised of five member citizens,.three of which would have technical expertise in the area of nuclear power, who would evaluate and inform the citizens of Raleigh on the operation of the Shearon Harris Nuclear Power Plant.

In general, I believe your objectives in establishing the Board are praiseworthy and could enhance your constituents'" knowledge of nuclear power and of Shearon Harris'peration.

To be successful, an essential, element in such activities would seem to me to be the selection of competent, object'ive and independent individuals.

If the Board is established, we would be pleased to put you on distribution for future meetings with CP8L as they relate to Shearon Harris Nuclear Power Plant and for related safety evaluations.

CRITERIA FOR MEMBERSHIP NUCLEAR ENERGY PUBLIC INFORMATION COMMITTEE THE CENTRAL PURPOSE OF THE CO~~ITTEE IS TO PROVIDE-UNBIASED PUBLIC INFORMATION Ok THE MANAGEMENT AND OPERATION OF THE SHEARON HARRIS NUCLEAR POWER PLANT.

THE COMMITTEE WILL FIJNCTION DURING PERIODS OF NORMAL UNEVENTFUL OPERATION AS WELL AS IN PERIODS OF UNUSUAL OCCURENCES ATTRACTING PUBLIC CONCERN.

IT IS ESSENTIAL THAT THE COMMITTEE'S MEMBERSHIP BE CHARACTERIZED BY INTEGRITY OF JUDGMENT AND COMPETENCE AND RECOGNIZED IN THE GENERAL COMMUNITY OR COMMUNITY OF THEIR RESPECTIVE PEERS.

THE COMPOSITION OF THE COMMITTEE SHOULD INCLUDE COMPETENCE AND EXPERIENCE IN THE FOLLOWING AREAS:

However, I suggest that rather than duplicating the large pool of expertise and staffing of the NRC and other government bodies whose charter is the protection of the public health and

safety, you may want to limit your board's review to understanding the NRC's actions and the utility's responses.

If the Board is established, we would be ready to assist you in achieving this objective by putting you on distribution for future meetings with CP8L as they relate to Shearon Harris Nuclear Power Plant and for any safety evaluation reports the NRC staff issues for this plant.
