This letter responds to the NRC staff request that Carolina Power R Light Company (CPRL) attest to the accuracy of the Shearon Harris Nuclear Power Plant (SHNPP)

Technical Specifications.

The accuracy of the SHNPP Technical Specifications has been established through an extensive and integrated development process. This process has involved reviews by CPRL, NRC, Ebasco, and Westinghouse personnel. The SHNPP Technical Specifications include the Final Draft Technical Specifications transmitted to CPRL by Reference 1; the changed pages transmitted by Reference 2; and the incorporation of comments provided by References 3 and 0.

Mr. Harold R. Denton NLS-86-215 / Page 2 To the best of our knowledge, the SHNPP Technical Specifications accurately reflect the as-built plant and the current SHNPP FSAR, as supplemented by docketed letters.

Furthermore, we are not aware of any conflicts, other than those previously identified, between the SHNPP Technical Specifications and the NRC staff's SER analyses. Based on discussions With the staff 'during the Technical Specification development process, it is our understanding that the ideritified conflicts have been resolved.
