NRC Systematic
Assessment
of Licensee
Performance
(SALP) Board has
completed
a special
assessment
of your Shearon
Harris facility in anticipation of your
receipt of an operating license.
The facility was evaluated for the period of
November 1,
1985,
through July 31,
1986.
The results
of the
assessment
are
documented
in the enclosed
SALP Board Report.
The report will be discussed
with
you at the Region II office on September
30,
1986.
The performance
of your Shearon
Harris facility was evaluated
in the following
functional
areas:
piping systems
and supports;
auxiliary systems;
electrical
equipment
and
cables;
instrumentation;
quality
programs
and
administrative
controls affecting quality (construction);
licensing;
preoperational
testing;
operational
readiness;
radiological
controls;
fire protection;
emergency
preparedness;
security; training
and qualification effectiveness;
and quality
programs
and
administrative
controls
affecting quality (operations).
Four
functional
areas
that
were
evaluated
in the
previous
SALP report
were not
assessed
during this period, primarily due to minimum licensee
or inspection
activity in the area.
Also, six new areas
were assessed
during this period.
Performance
at your Shearon
Harris facility was satisfactory,
with qualified and
,experienced
personnel
directing completion of an effective construction project
and
conducting
the final
phases
of preoperational
testing
and
operational
readiness.
Significant strengths
were identified in the areas of piping systems
and supports,
auxiliary systems,
licensing,
emergency
preparedness
and security.
No major programmatic
weaknesses
were identified, although
a management
problem
was
identified in
some
areas
of the quality
programs
(construction)
and
electrical
equipment
areas.
These
two areas
revealed
that
when
a
problem
surfaces
as
an obvious trend,
evidence
of good feedback
information is usually
available,
but this information is not necessarily
acted
upon
by management
to
correct the problem in all cases.

SALP ratings in each functional
area
and the
fact that the ratings
are
based
on the Board's evaluation of inspections
conducted
through July 31,
1986.
As you are
aware there are ongoing inspections
in recently
identified areas
of concern that,
had they been
completed
during the assessment
period,
could affirm the Board's
ratings or, could lead to
a possible
lower
assessment.
In this light, you should focus your management
attention
on those
functional areas,
where ongoing inspections
may reveal
a decrease
in performance.
Any
comments
you
have
concerning
our assessment
of the
performance
of your
facility should
be submitted to this office within 30 days following the date of
our meeting.
Your comments;
a summary of our September
30,
1986 meeting;
and
my
disposition of your comments will be issued
as
appendices
to the enclosed
Board Report.
