Dear Mr. Denton:

A meeting was held on September 16, 1986, with members of your staff to discuss Carolina Power

& Light Company's (CP&L) submittal dated September 11, 1986 (NLS-86-239), concerning TDI diesel generators.

At the meeting, CP&L was requested to provide additional clarifying information.

The purpose of this letter is to provide this information.

Item 5b of Attachment 1 to the above letter states:

Verify liner dimensions including bore, length, height, O.D., and shoulder height for all cylinder liners.

Carolina Power

& Light Company hereby provides the following clarifications to our previous position (additional clarification in quotes):

Liner dimensions (less length) were measured and found acceptable (overall length was not taken since requirement was imposed after machining of liners by TDI).

"The overall length is not a critical parameter for liner adequacy.

If the length was unacceptable, interference between the connecting rods and the liners would occur during operation.

The "A" engine cylinder liners were visually inspected after about 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> of site operation and found satisfactory.

Therefore, the length is satisfactory.

Additionally, as all 32 liners (both A and B engines) were reworked by TDI in the same time frame and sub)ected to CP&L QA shop inspections, obvious length discrepancies would have been noted."

Liner proudness measurements were obtained and found to be less than 0.0025 inches on the cylinders.

Item 9 of Attachment 1 to the above letter states:

As the "A" components were inspected and found acceptable, inspections of the "B" components was not required (page 1 of CQRC).

Carolina Power

& Light Company hereby provides the following clarifications to our previous position (additional clarification in quotes):

As the "A" components were inspected and found acceptable, inspections of the "B" components was not required (page 1 of CQRC).

"However, CF&L did perform a magnetic particle test on the rib area of all the "B" engine AE piston skirts."

analysis, CP&L commits to perform ferrographic engine oil analysis on a quarterly basis.

Additionally, CP&L was requested to provide a rationale for the "blanks" in the Shearon Harris column in Part E of the TDI Owners'roup (OG) Maintenance and Surveillance (M&S) Program, Revision 2 submitted to the on June 5,

1986 (NLS-86-181).

This part of the OG M&S Program was developed to assist in applying the generic M&S Program to specific plant sites.

The Part E cover page defines that a "blank indicates that the utility is not required to perform the maintenance indicated".

The following provides the rationale for the blanks:

Component Barring Device Air Filter Barring Device Control Valve

& Pressure Regulator Reasoning Not installed at SHNPP Not installed at SHNPP Crankcase Vacuum Fan Not Installed at SHNPP Diesel Starting Air Compressors The blank should not exist as the component is installed.

This component is included in the SHNPP Program under a

specific maintenance surveillance test procedure which incorporates the applicable EOC inspections as shown on page II-C-27 of the OG M&S Program (SHNPP does not have filter felts).

Flywheel Bolting The SHNPP DR/QR Report (Volume 3, component 02-330B) states:

"There are no modifications or maintenance recommendations for this component."

Gear Train As a line item in Part E, only one utility (a V-20 engine) has an identified M&S recommendation.

This is because the M&S recommendations were addressed under the individual gear components when the OG issued Revision 2 of the M&S Program.

Hydraulic Valve Lifters The SHNPP engines have mechanical valve lifters.
