Dear Mr. Denton CP8cL has failed to conduct or schedule a full-participation test of the present emergency plan for its new plant as,.
required by federal regulations.
Their negligent non..-
compliance creates a serious risk.
Some counties and affected. municipalities have withdrawn from the plan", others are contemplating withdrawal.
I should like to report another serlons deficiency that must be corrected before licensing this plant.
CPM. has failed, to utilize, ln personnel selection, available tests of intelligence and. aptitude validated for Nuclear. Plant Operator by the U.S. Employment Service.
Such testing ls absolutely necessary to b'e sure that.Job appll'cants have the potential for acquiring the high level of competence needed for these, critical Jobs.
(Testing needs to be done by a separate
- agency, not under CML auspices.)
Please refer to the attached letter I am sending to the News and Observer,'ln Raleigh for more d,etalls.
For the two reasons given ab'ove, I feel that you should postpone granting any type of license to GPM until sucK time as the public can b'e assured that you have required their full compliance with'll requirements necessary for:
the protection of populations ln the danger area.
Ne do not wish! to go ahead. with an untest'ed and, apparently unworkable emergency evacuation plan.
tfe do not wish to see the plant operated by incompetent workers.
Ne do not wish to see the NRG'.!appear indifferent Ccr. to the concerns,,
of citizens whose lives would be end.angered.
by an accident.

We are 1n as much peril from "human 'error" at the Shearon HHrris Plant as from its poor design, faulty construction, 1nadequate emergency
- planning, and stored radioactive wastes.
For <it 1s virtually certain that many 1ncompetent technicians and control operators have been, and w1ll continue to be, working at this plant.
Whyo'ecause CP&L has fa1led to ut111ze the latest, most scienti fic personnel selection techn1ques 1n hiring and'ssigning workers to these criti'cal Jbjxp.
Tests. of intelligence and aptitude for nuclear plant-workers have been developed and ~zylidated by the U.S. Rnployment Service and made availab1y through the Employment Security Comm1ssion; BQt 'CP&L has.not used these indispensable tests 1n selecting trainees.
(While other tests purporting to select for this )ob may ha.also be available from commercial
~ publishers or associations, they would be of uncertain;val1dity.)
In addit1on to evaluating evacuation "plans"- the Nuclear Regulatory Commission should immed1ately find out'hether CP&L has used valid tests, or any tests 'at all.
Without this type of testing, it is imposs1ble to be sure that appl1cants have the potent1al for acquiring the high; level of competence needed.
These Jobs demand far abave ave>age levels of 1ntelligence and certain other aptitudes.
It 'is impossible to assess intelligence and aptitudes by, personal interview or reference checks.
A high school (or.
college) diploma -does not guarantee above average mental abil1ty.
Neither is completion of train1ng an 1ndicator of..
high intelligence.
Selection should be made only from among persons scoring 1n the top 10 per cent of available candidates tested.
The safety of ent1re populat1ons must not be entrusted to below average workers.
I cannot imagine why GP&L has not used the test battery,.
developed by psychologists of the U.S. Employment Service-and validated at'a TVA"binuclear facility 1n Tennessee.
There is no charge for the test1ng serv1ce.
Ci:tizens who value their 11ves should 1nsist that the MRK>
NRC 'delay licensing of Shearon Harris until 1t investigates and takes action to correct this "human error wait1ng to happen;"
along with correction of the other problems to which the public has recently been alerted.
