Dear Mr. Stone:

TNovak PPAS AJohnson LRubenstein DMossburg I am pleased to respond to your letter to Mr. Denton, referred to me for reply, dated June 16, 1986, in which you expressed certain concerns regarding the Shearon Harris Nuclear Power Plant.

Specifically, you state that "CPIIIL has failed to conduct or schedule a full participation test of the present emergency plan....as required by the federal regulations."

You also state that "CP8L has failed to utilize, in personnel selection, available tests of intelligence and aptitude validated for Nuclear Plant Operator by the U.S.

Employment Service."

Mr. Charles R. Stone 820 E. Raleigh Street Siler City, North Carolina 27344 Regarding your statement concerning the intelligence and aptitude test for Nuclear Plant Operators, before any operating personnel can manipulate the controls of any operating nuclear power plant, they must obtain an operator's license from the NRC which authorizes them to operate that specific plant.

An individual who will direct the activities of licensed operators must obtain a senior operator's license.

The requirements for obtaining an operator's or senior operator's license are contained in 10 CFR Part 55, "Operator Licenses."

Section 55.22 of Part 55 states in part that an applicant for a license will be approved if the NRC finds that the individual is in good health and has passed a written examination and an operating test to determine that he or she has learned to operate a specific nuclear power plant.

I hope that this discussion has been responsive to your concerns.

Sincerely, In 'response to your statement that Carolina Power and Light (CP8L) has not conducted a full participation test of the present emergency plan, there was a full participation exercise conducted May 17-18, 1985, in which the State of North Carolina, and Wake,

Chatham, Harnett and Lee counties participated.

The Federal Emergency Management Agency (FEMA) reported that, based on a review of the exercise, the state and local emergency plans are adequate and capable of being implemented, and the exercise demonstrated that offsite preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public living in the vicinity of the Shearon Harris Nuclear Power Plant in the event of a radiological emergency.
