Dear Mr. Denton:
The Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR) as currently written, assumes a non-positive moderator temperature coefficient (MTC) in a number of the safety analyses.
However, during the start up procedure preparation process and through contact with other utilities, Carolina Power 2 Light Company became aware of the potential for a positive MTC at less than full power. Carolina Power R Light Company initiated an evaluation and reanalysis of plant transients for which a positive MTC is non-conservative to prevent power restrictions during the early stages of core life. The results of the reanalysis are presented in this letter and demonstrate that the safety analyses remain within safety limits assuming a positive MTC.
The potential for a positive MTC arises from the SHNPP core configuration which includes a light (low reactivity worth) control bank D. The normal procedure utilized to maintain a non-positive MTC is control bank D insertion, however, there is insufficient negative reactivity to adequately maintain a non-positive MTC during ascension to power.
A summary of the analyses performed in support of a positive MTC is provided in. This summary addresses each FSAR Chapter 15 transient and either provides justification for not performing a reanalysis or a brief summary of the analysis and conclusions. provides a mark-up of the affected FSAR pages which willbe included in a future FSAR amendment. provides a mark-up of the affected Technical Specification (TS) pages to be included in the TS prior to issuance of an operating license.
Carolina Power R Light Company requests you review this information as soon as possible and revise the Safety Evaluation Report to incorporate this new analysis.
