The staff will not approve the design of the Solid Waste Processing System until the applicant provides information detailing how various waste components are treated.

Information that is missing includes:

a commitment to a program whereby the presence of free water in the waste container is verified and a commitment to reprocessing the container when free water is discovered.

RESPONSE

The absence of free water is to be verified by the use of a Process Control Program in accordance with SHNPP Technical Specification 3/4.11.3.

FSAR Section 11.4.2 will be amended to include a reference to the Process Control Program and to commit to reprocessing the container when free water is discovered.

Shearon Harris Nuclear Power Plant Draft Safety Evaluation Report (DSER) 0 en Item 176 (DSER Section 11.4.2 a e 11-23)

The applicant has not provided the process control program (PCP).

The PCP is not required until 6 months before the issuance of the Operating License.

The PCP will be judged as to its acceptability when it is submitted.

~Res esse The Solid Radwaste System shall be operated in accordance with a Process Control Program for solidification and packaging of radioactive waste.

The PCP is currently being developed using the guidance of NUREG 0472 and NUREG 0133, and it shall be operated in accordance to SHNPP Technical Specification 3/4.11.3.

As specified by SHNPP Administrative Technical Specification 6.13.1, the PCP is scheduled for completion and submittal to the NRC six months prior to the issuance of the Operating License.

The basic objectives of the PCP are as follows:

Waste Anal sis Samples shall be analyzed for pH, percent solids, percent boron boric acid, and activity as appropriate.

Every tenth batch of each type of waste shall have a sample solidification performed using the appropriate solidification formulas to verify that there is no free standing water.

Records The appropriate solidification worksheet shall be used as a

record of the solidification operation and provide documentation for the PCP.

Carolina Power 6 Light Company considers this a Confirmatory Item.
