RESULTS OF TEST PROGRAM TO'CONFIRM PROPERTIES OF MATERIALS IN ROCK ENBANQ1ENTS AND GEOLOGIC MAPS TO CONFIRM SHEAR STRENGTH FOR WEATHERED ROCK In Supplement'o.
1 to the Shearon Harris Safety Evaluation Report (SER),
Section 2.7,. we concluded that your design criteria for seismic Category I earthen dams and dikes are acceptable, subject to confirmation of assumed strength properties of weathered rock prior to the start of construction.
In Supplement No.
2 to the SER Section 2.7, we concluded that certain modi-fications to the design of the seismic Category I earthen dams and dikes were satisfactory and that your revised criteria were acceptable subject to confirmation of the rock-fill embankment materials prior to the star t of construction.
In Supplement No.
3 to the SER Section 2.7, we stated that these confirmations were still required.
We have reviewed the information, submitted by you, subsequent to the issuance of Supplement No.
3 to the SER, regarding the random rockfill for the auxiliary dam and dike.
Submittal No. 1,(Enclosure
- 1) reports the
- results of tests made on random rockfill materials using for laboratory
- tests, gradations which were anticipated for placed fill. In Submittals No.
2 and No.
3 (Enclosure 1), the test fill results show that the grada-tions used in the laboratory tests were representative of the in place gradations.
In Submittal No. 4 (Enclosure 1), the construction specifica-tions have been revised to reflect the field conditions needed to validate the design assumption.
Based on our review of the above information we conclude that you have m t the requirements of Supplement No.

With regard to the rockfill for the main dam,. we and our consultant, the U. S.
Army Corps of Engineers, have reviewed the information submitted by you (Submittal No. 5, Enclosure 1).
We fin'd that you havd'et the require-ments of Supplement No.'
to the SER.
The following conditions are required to be met during construction to assure fulfillment of design objectives.'
Your acceptable commitment to the following conditions was provided in your letter dated August 28. 1979.
1.
The seco'nd largest particle dimension (or intermediate particle, dimension) of the rock fill must be less than 22 inches.
This controlling particle dimension corresponds to the screeg> size in the jradation test.
The rock fill in the lowest three (3) lifts on.the downstream side between dam station 4 + 22 and 7 + 82 must contain less than 5 percent fines (minus 0200 sieve size).
3.
The plasiticity index of the fine material in the rock fill must be tested and reported so as to verify your statement that the fines are essentially non-plastic.
6.
The coefficients of permeability of the rock fill must not be less than 10"~ cm/sec.
The shear strength of the placed rock fill must be confirmed by at least 2 additional, large size triaxial tests to be performed on rock samples taken from the dam shell.
Field permeability tests. must be performed at the locations of the required density and gradation tests.
In addition, at least three (3) field permeability tests must be performed in the zone described in item (2);aabove.
Me have also reviewed the information submitted by you, Submittal No. ',6 of Enclosure 1, regarding the revisions to the construction specifications to cover in-situ residual soil foundations.
Your revised specifications require:

He have completed opr review of the information submitted by you (Enclosure 1) regarding the results of the test program to confirm the properties of the materials in,the rockfill embankments and regarding your plans for geologic mapping of the exposed foundation materials to confirm the assumed shear strengths for the-weathered rock.
He conclude that the information submitted (Enclosure
- 1) fulfills the requirements of Supple-ment No.
3 to the SER (Section 2.7).
