On July 18, 1979, Carolina Power

& Light Company (CP&L) submitted the results of the Shearon Harris Nuclear Power Plant's (SHNPP) Main Dam In-Place Test Fill Program for your staff's review and approval.

Members of your staff, NRC Region II, and Corps of Engineers visited the SHNPP site on August 13, 1979,

'to view the main dam test fills. After additional discussions with members of the NRC and Corps of Engineers, CP&L made the following commitments concerning rockfill material to be used in the main dam by telephone conference call on August 17, 1979:

The maximum size of any particle is limited to:

a)

The intermediate particle dimension (height, width or length) shall not exceed 90% of the lift thickness (i.e.,'

22 inches).

b)

The ratio of maximum to minimum particle dimension shall be no greater than 3 to 1.

c)

The gradation shall be no finer than that indicated on the D50 = 3" curve in figure 12 of the Main Dam Test Fill Report.

On the downstream side of the main dam, between Stations 4+42 and 8+02, in the first three lifts:

a)

Fines shall not exceed a

5% limit passing a 200 sieve.

b)

Three field permability tests shall be performed with a minimum acceptable criteria of 10 3.

Three Atterburg limit tests shall be taken to determine the plastic index of the rockfill fines.

Results of these tests shall be submitted to the NRC upon completion.

Permability tests shall be taken at the same frequency as gradation and density tests (i.e. first two every 20,000 cubic yards, then every 40,000 cubic yards).

Acceptance criteria is 10 3.

Two extra triaxial tests shall be conducted during the main dam construction.

Results of these tests will be documented in the FSAR.

As a result of the above commitments, your staff found the SHNPP Main Dam In-Place Test Fill Program acceptable and authorized construction of the main dam to proceed.
