RELIEF REQUEST CODE CASE N-533 AUTHORIZATION FOR TURKEY POINT UNITS 3 AND 4 (TAC NOS.

H98149 AND H98150)

Dear Mr. Plunkett:

The purpose of this letter is to authorize your proposed alternative (Code Case N-533) to the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code).

In a letter dated March 13, 1997, Florida Power and Light Company (FPL) proposed an alternative to the requirements of the ASME Code.

FPL requested approval to implement the alternative rules of ASME Section XI Code Case N-533 pursuant to 10 CFR 50.55a(a)(3).

Code Case N-533 provides an alternative to the requirements of the ASHE Code which requires insulation removal from Class 1 pressure-retaining bolted connections to perform VT-2 visual examinations.

We have reviewed the information provided in the March 13, 1997, letter in support of the relief request.

Based on the information submitted, the alternative requirement for VT-2 examination of Class 1 insulated pressure-retaining bolted connections contained in Code Case N-533, is authorized pursuant to 10 CFR 50.55a(a)(3)(i) because the alternative provides an acceptable level of quality and safety.

The alternative examination is authorized until such time as the Code Case is published in a future revision of Regulatory Guide (RG)

At that time, if you intend to continue to implement this Code

Case, you should also implement the limitations, if any, published in RG 1. 147 regarding the Code Case N-533.

You requested an approval by March 28, 1997, to s'upport the current refueling

outage, however, your request was dated Harch 13.

The lateness of your request indicates poor planning by your engineering 'staff.

We may not always be able to support such short turn around requests.
