OPERATIONAL SAFEGUARDS RESPONSE EVALUATIONPROGRAM

As part of the Operational Safeguards
Response
Evaluation (OSRE) program, NRC will visit licensees ifit appears that there have been changes in site protection strategy or capability that should be validated.
During the recent security inspection at Turkey Point conducted by NRC Region II on February 3-7, 1997, there were indications that this was the case.
Therefore, a limited scope visit is planned for the Turkey Point Plant on May 20-22, 199?.
These dates are the result of advance liaison between cognizant NRC Headquarters and Regional personnel and licensee personnel.
The primary objective of the OSRE program is to evaluate the readiness of licensees'nsite security forces to respond to an external threat.
NRC OSRE team personnel performing the evaluation will include two reactor safeguards specialists, three NRC contractor personnel, and a safeguards inspector from the NRC Regional office. The proposed schedule for the onsite activities is enclosed.
Please provide appropriate plant security personnel support for the OSRE personnel during the scheduled evaluation.
Every effort will be made to schedule activities to avoid disruption of normal plant operations.
