C. 20555 Re: Turkey Point Units 3 & 4 Docket Nos. 50-250 & 50-251 Reportable Event: 96-004-03 Technical Specification Surveillance Procedure Review-Idcntification of Inadc uate Surveillance Tcstin By letter L-96-068, dated March 18, 1996, as revised by L-96-115, dated May 13, 1996, Florida Power and Light Company (FPL) submitted Licensee Event Report (LER) 250/96-004-01, Inadequate Surveillance of the Auxiliary Fccdwater Actuation Circuitry. This LER documented thc first condition identified under thc Tcchnical Specification Surveillance Review Program in response to Generic Letter (GL) 96-01, "Testing of Safety-Rclatcd Logic Circuits."

By letter L-96-147, dated Junc 18, 1996, FPL submitted LER 250/96-004-02, Identification of Inadequate Surveillance Testing, to document the second condition under the Technical Specification Surveillance Review Program in response to GL 96-01, regarding inadequate surveillance of thc 4KV D Bus clearing function.

The attached revised LER, 250/96-004-03, documents thc third condition idcntificd under this continuing program, regarding inadequate surveillance procedures for thc main steam linc isolation function. The revised LER, 250/96-04-3, is being provided in accordance with 10 CFR 50.73(a)(2)(v).

FPL will report any future cvcnt identified as a result of thc GL 96-01 review as a supplement to LER 250/96-004. Ifthere are any questions, please contact us.
