TURKEY POINT UNITS 3 AND 4 EVALUATION OF THE THIRD 10-YEAR INTERVAL REQUEST FOR RELIEF NUHBERS 9 AND 10 (TAC NOS.

H87725 AND H87726)

Dear Hr. Goldberg:

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the Turkey Point, Unit Nos.

3 and 4, Third Ten-Year Interval Inservice Inspection (ISI) request for relief numbers 9 and 10.

These relief requests were submitted by, letter dated September 9,

1993, and revised by letters dated Harch 27, 1995 and April 6, 1995.

Relief request number 9 involves alternative scheduling of examinations and relief number 10 involves removal of insulation from bolted connections on borated systems for inspection.

Me have determined that your proposed actions are acceptable.

Relief is hereby authorized for relief request number 9 provided all of the Code selection and scheduling requirements associated with the substitute weld selections are met.

The alternatives contained in the relief request are authorized pursuant to 10 CFR 50.55a(a)(3)(i).

Interim relief is authorized, pursuant to 10 CFR 50.55a(a)(3)(ii), for relief request number 10 for the upcoming Turkey Point Units 3 and 4 refueling

outages, currently scheduled for September 1995, for Unit 3, and Harch
1996, for Unit 4.

This interim relief is authorized because of hardship without compensating increase in the level of quality or safety and is terminated at the completion of the refueling outages previously mentioned.
