UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 August 12, 1993 Docket Nos.
50-250, 50-251 50-335, 50-389 Hr. J.
H. Goldberg, President - Nuclear Division Florida Power and Light Company P. 0.
Box 14000 Juno
- Beach, Florida 33408-0420
Dear Hr. Goldberg:
SUBJECT:
TURKEY POINT UNITS 3 AND 4, AND ST.LUCIE UNITS 1
AND 2 INDIVIDUAL PLANT EXAMINATION FOR EXTERNAL EVENTS (IPEEE)
SUPPLEMENT 4
TO GENERIC LETTER (GL) 88-20 (HPA B-118)
(TAC NOs.
- H83637, H83638, H83678 AND H83679)
The purpose of this letter is to inform you of the status of our review of your submittals relating to IPEEE.
The NRC issued Supplement 4 to Generic Letter (GL) 88-20 on June 28,
- 1991, which requested each licensee and Construction Permit holder to conduct an individual plant examination of external events (IPEEE).
Guidance was provided with the GL supplement in the form of NUREG-1407, "Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities."
The supplement requested licensees to identify and describe the method and approach selected for the IPEEE and provide the schedule for performing the IPEEE and submittal of the results to the NRC.
By letter dated December 23,
- 1991, you provided your response.
Following our review of your response, we informed you by letter on June 25, 1992, that the proposed methods are acceptable with the exception of seismic
- events, namely the use of proprietary site-specific seismic program results associated with A-46 (GL 87-02, "Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors" ) which were submitted to the NRC in a letter dated July 19, 1991, to satisfy GL 88-20.
In our June 25, 1992 letter we requested more specific information regarding your A-46 seismic program to determine its conformance with the NUREG-1407 methodology and with the objectives of the NRC's severe accident program.
In response to our request, by letter dated August 31,
- 1992, you provided a
comparison of program elements required for GL 88-20, Supplement 4/NUREG-1407 with the A-46 program elements.
Staff review of this information is in progress.
We believe that additional conference calls or meetings may be necessary to finalize our determination of acceptability of your IPEEE submittals.
