'lorida Power and Light Company Turkey Point Docket Nos. 50-250, 50-251 License Nos.
During an NRC inspection conducted on August 26-30, 1991 a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,",10 CFR Part 2, Appendix C
( 1991), the violation is listed below:
10 CFR 50.49(d) requires in part that the licensee shall prepare a list of electric equipment important to safety covered by this section.
In
- addition, the licensee shall include information in paragraph 10 CFR 50.49(d)(1); (2);
and (3) for this electric equipment important to safety in a qualification file.
The licensee shall keep the list and information in the file current and retain the file in an auditable form for-the entire period during which the covered item is installed in the nuclear plant or is stored for future use to permit verification that each item of electric equipment important to safety meets the qualification requirements of 10 CFR 50.49(j).
Contrary to the above, eight Documentation Packages were found to be not current during an inspection conducted August 26-30, 1991, in that Plant Change Modification Packages were not closed out in a timely manner to facilitate revision of the Documentation Packages.
Additionally, design controls inadequacies, such as failure to implement the requirements of Plant Change Modification 81-157, Change Notice No.
12, has resulted in Eg documentation inaccuracies since at least August 1989, in that Eg qualification requirements for RTDS are shown to be simultaneously satisfied by different Documentation Packages.

This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit a written statement or explanation to the U.S.
Nuclear Regulatory Commission, ATTN:
Document Control
- Desk, Washington, D.C.
20555 with a copy to the Regional Administrator, Region II, and if applicable, a copy to the NRC Resident Inspector, Turkey Point within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
This reply should be clearly marked as a
"Reply to a Notice of Violation" and should=
include:
( 1) the reason, for the violation, or, if contested,
.the basis for disputing the violation, (2) the corrective steps that have been taken and the
, results
- achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

DPR-31, DPR-41 suspended, or revoked, or why such other action as may be proper should not be taken.
Where good cause is shown, consideration will.be given to extending the response time.
