REVIEW OF FP&L RESPONSES TO GL 87-02 REGARDING THE VERIFICATION OF SEISMIC ADEQUACY OF EQUIPMENT AT ST.

LUCIE PLANT, UNIT NO.

1 AND TURKEY POINT PLANT, UNIT NOS.

3 AND 4 (TAC NOS. 69483,

68303, AND 68304)

The NRC issued a Generic Letter (GL) 87-02 (resolution of USI A-46) requesting all affected licensees to submit a program and schedule for verifying the seismic adequacy of the equipment in their plants.

Since Florida Power 5 Light Company (FPSL) is not a member of the Seismic Qualification Utility Group (SQUG), it has separately provided responses and progress updates by letters dated Nay 15, 1987, October 1, 1987, and February 1, 1988.

It has also met with the NRC staff on June 2,

1988 to discuss the responses to GL 87-02 for St.

Lucie Plant, Unit No.

1 and Turkey Point Plant, Unit Nos.

3 and 4.

As described in the NRC minutes of the June 2, 1988 meeting (dated Ju'ne 16, 1988), the staff suggested that FPSL could either (1) propose a scaled-back program, or (2) appeal the need for any program at all by invoking the "backfit rule."

FPKL has chosen the first option and has submitted a scaled-back program in a letter dated August 4, 1988.

Appendix B to that letter describes FPSL' proposed implementati on.

The staff has reviewed the proposed plant-specific implementation procedure (Appendix B) and finds that the scaled-back program addresses part of the basic concern of the USI A-46.

The staff further finds that the proposed program will be acceptable provided that the following information is included in the procedure for each plant:

Pre-wa 1 kdown (1)

Description of the earthquake input to be used for USI A-46 implementation (ground and floor spectra);

(2)

Description of shutdown path(s)

chosen, operating procedures and safe shutdown equipment list (including equipment floor elevation) that are consistent with the shutdown path(s) chosen; (3)

Qualification of Seismic Review Team members; (4)

All the relays identified for safe shutdown by listing the relay plant identification numbers, the complete manufacturer's model

numbers, and their floor elevation; OW/

The above pre-walkdown procedures and criteria shou ld be reviewed and approved by the staff before the actual walkdown takes place.

Proposed schedule for complete resolution, future modifications, or justification for not performing corrective modifications or replacements.

fl We request that FP&L revise its implementation program plan for each plant and resubmit them on or before September 30, 1989 for NRC staff review and approval.

Attached to the August 4, 1988 letter as Appendix A is the FP&L presentation at the June 2,

1988 meeting with NRC staff in which FP&L maintained that, because of the low societal risk, no additional effort was needed to satisfy GL 87-02.

Although FP&L has agreed to under take a scaled-back program, the staff compared the results of the seismic hazard analysis presented by FP&L to the results obtained from Lawrence Livermore National Laboratory (LLNL) seismic hazard

program, NUREG/CR-5250.

There are sizeable differences between the', two sets of calculations and each study in itself exhibits large uncertainties.

Since seismic hazard is used in the analysis, the staff will take any unresolved differences and uncertainties into account, basing its conclusions on information submitted by FPL as well as the most recent results from the Electric Power Research Institute and LLNL seismic hazard programs.
