50-250 and 50-251 NRC Re ulator Commitments On January 9,
1989, Florida Power 6 Light: Company (FPL) initiated a comprehensive review of the Commitment Tracking System (CTRAC) to evaluate the current status of regulatory commitments being tracked by CTRAC.
As a result of this review, six regulatory commitments were identified as being overdue.
These were discussed with the Senior
- Resident, Inspector on January 31,
- 1989, and new completion dates were established for each of these commitments.
As indicated in the attached Status
- Report, three of the commitments have been completed and the remaining three will be completed by June 30, 1989.
In order to prevent recurrence, FPL has taken action to increase management awareness of the status of NRC regulatory commitments.
The commitment tracking process will continue to receive significant management attention until lasting results are achieved.

STATUS REPORT DESCRIPTION NEW DATE STATUS FPL letter L-88-450, dated October 20,
- 1988, forwarded LER 250-88-021.
Corrective action item Ill stated, "A review of previously permitted maximum differential temperatures will be performed to identify time frames during which operation may have been permissible with greater than the current maximum 20 degree differential temperature."

- stated, "Previously issued Technical Specification amendments involving added equipment or performance requirement changes will be reviewed by the Nuclear Engineering Department to assure that the affected design documents have been appropriately updated.
The scope and schedule for this task will be determined by November 30, 1988."
FPL letter L-88-423, dated September 21, 1988 forwarded LER 250-88-019.
Corrective action item 53
- stated, "The current seal design is under evaluation and will be modified to remove the seal pot.
The Engineering work required for this modification is scheduled to be completed by December 31, 1988."

DESCRIPTION NEW DATE STATUS FPL letter L-88-466, dated October 26,
- 1988, forwarded the response to Inspection Report 250/251-88-25.
Item 3c stated, "Oil filled safety related
- pumps, accessible during power operations, were inspected to verify the type of oiler installed, the configuration of the oil to the bearing
- housing, actual oil level in bearing frame, oil leakage and oil level mark on the bearing housing.
This inspection was completed September 3,
1988.
Some discrepant conditions were identified which do not affect pump operability.
Correction of
- these'-
discrepancies is ongoing and will be completed by December 14, 1988."
FPL letter L-88-418, dated September 19, 1988 forwarded LER 251-88-010.
Corrective action item g3 stated,"Similar load threatening periodic tests where incorrect channel selection could place the unit in a transient willhave the channel selections independently verified by a qualified operator:

Item 4a stated, "Load threatening procedures of this nature which are performed periodically during which incorrect channel selection could place the unit in a
transient, will have the channel selections independently verified by a qualified operator.
The independent verification described'n item 4a will be included in the appropriate procedures by January 3, 1989."
