SUMMARY
- TURKEY POINT NUCLEAR PLANT DOCKET NOS. 50-250 AND 50-251 This letter re'fers to the meeting conducted at our request at the Turkey Point site on January 25, 1988.
The meeting involved a discussion of Florida Power and Light Company's (FPL)
Independent Management Appraisal Plan and the Management-on-Shift Program.
Also included in the meeting agenda were a plant status
- report, an update on the Technical Specification Revision Project, a
briefing on the Performance Enhancement Program and a guality Improvement Program (gIP) Team report.
It is our opinion that this meeting was beneficial and provided a better understanding of the issues.
In accordance with Section 2e790 of NRC's "Rules of Practice,"
Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

MEETING
SUMMARY
This was the third NRC/FPL Management Meeting as required by Enforcement Action 87-85.
The Agenda was deviated from somewhat to acconmodate late arriving NRC personnel due to flight delays.

Labarraque presented a briefing on the results of a guality Improvement Program Team's efforts towar d reducing the number of entries into Limiting Condition for Operation (LCO) Action statements and the number of Technical Specification violations.
Success in this area has the direct result of improving safety system availability.
Initial efforts in this area were directed toward improving the availability of the Intake Cooling Mater (ICW) and Component Cooling Mater (CCW) Systems.

Pace described the status of the Performance Enhancement Program (PEP) which was initiated in 1984 and confirmed by NRC Order, EA 86-20.
This program is now nearing completion and Mr. Pace discussed the status of the few remaining open items.
Completion of the PEP is now incorporated into the Integrated Schedule which was recently amended into FPL's Turkey Point license.
A gA audit of the closed PEP items was performed by FPL and those audit results presented to the NRC in a January 15, 1988 meeting in Region II.
The meeting then returned to the original agenda with the presentation of plant status by Mr. C. J. Baker.
Unit 4 went back on line on December 4, 1987 and is presently at 100K power.
This unit has not experienced an automatic trip since January 6,
1987.
This period included approximately 180 days of operation.
Unit 3, on the other hand, has had several problems since restarting about a
month ago.
These problems included a leaking pressurizer spray valve, a load reject and a manual trip, secondary chemistry problems, a dropped control rod and a canopy seal leak on a
CRDM housing.
The canopy seal leak was further described by Mr. L. W. Pearce.
FPL knew of a minor RCS leak soon after restart but'was unsuccessful in locating it until after shutting down for the dropped control rod.
Inspection of the reactor vessel head was facilitated by the doors installed on the shroud assembly as a
followup to the conoseal leak event of March 4987.
Mr. Pearce and Mr. M. J. Crisler presented a
14 minute videotape of the leak which is on a
canopy seal weld that secures the Control Rod Drive Mechanism (CRDM) housing on the vessel head penetration.
There have been previous leaks at other facilities on other penetrations (dummy and spare rods) but this is the first known leak on a full length CROM housing.
Two potential repair methods were described; split ring canopy weld and weld overlay.
FPL belie&s=the-split ring canopy repair technique is preferable but would result in aDarger. radiation exposure to the welders.
A recent event concerning potential inoperability of the backup nitrogen supply to the Auxiliary Feedwater System (AFM) was described by Mr. J.
E. Sheetz.
A surveillance test was performed in which an auxiliary operator failed to open a
second valve to the N
header thereby leaving only two of the required three bottles in ser vice.
'fo the licensee's credit, the problem was discovered and

corrected within two,hours by the next shift operator.
However, in assessing whether or not two bottles were sufficient to perform as designed, the licensee discovered errors i.n their acceptance criteria for their surveillance tests.
A complete description of this event is contained in Inspection Report
- 250, 251/87-54.
Mr. M. J, Crisler provided a progress report on the Management-on-Shift (MOS)
Program.
They have entered about 360 identified items on their tracking system for corrective actions.
The majority of these items involve problems with equipment and procedures.
FPL is also developing "Standards of Professionalism" which are intended to be better communication of management expectations to on shift personnel.
They are also seeing a
tendency for operators to use the MOS program to subvert priority systems of other programs such as maintenance PWO's.
FPL is counteracting this tendency by requiring personnel to accept
. accountability for identified problems.
Mr.

L. Stevens discussed the Independent Management Appraisal Program and progress to date.
Enercon has reviewed over 1200 documents, conducted about 40 management interviews at each site and received more than 500 completed surveys.
Enercon's Senior Evaluation Team had their first meeting with FPL's Senior Review Board on January 15, 1988.

expressed his intention of attending, as an observer, the next such scheduled meeting on February 5, 1988.
The Turkey Point Technical Specification (TS) Revision Project was described by Mr. J. Arias.
A series of technical working meetings have taken place between FPL and NRC since June 17, 1987 and have resulted in the preliminary review of about 65K of the revised TS.
The next to last meeting of this type is scheduled for the week of February 22, 1988 and issuance of a Proof and Review copy is anticipated in April 1988.
There is also a meeting in NRR requested by Mr. S. A. Varga, on January 28, 1988 to resolve questions pertaining to the "Interim" TS that are presently in use and the potential for confusion by the operators over two sets of TS.
Mr. Arias expressed FPL's concern over the type of justifications that will be required to amend the current TS, particularly those involving "relaxations",
e.g.,
a less restrictive frequency of surveillance permitted by standard TS but not by Turkey Point's current TS.
This topic was scheduled to be discussed at the January 28 meeting.
Closing remarks were made by Mr. Odom and Mr. Ernst.
.Both saw these meetings as beneficial and both remarked on the examples of progress seen at the Turkey Point site.
A brief tour of the nearly completed maintenance building was conducted for the NRC participants.
