Re:
Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-25 I S ent Fuel Pit Coolin Purn Flow Measurement Devices By letter (L-84-238) dated October 24, 1984, Florida Power 8 Light Company (FPL) added the spent fuel pit (SFP) cooling pumps to the pump and valve inservice test (IST) program for Turkey Point Units 3 and 4, and requested relief from IWP-4600 test requirements until flow measurement devices could be installed.
The implementation date for conformance with the ASME code test requirements was January I, 1986.
By letter (L-85-465) dated December 26, l985 and supplemented on August 20, l 986 (L-86-320), FPL requested a schedule extension.
Our December 26, l985 letter
- stated, in response to a
question from the NRC Staff, that the modifications would be made prior to the offload and storage of freshly discharged fuel (when the heat load on the SFP cooling system is low) for the Unit 3 Cycle I I and Unit 4 Cycle l2 refueling outages.
That letter also stated that this precaution will not be necessary if the work can be done without affecting SFP cooling system operation.
By letter dated September I8, l986 you granted the requested relief, further stating that conformance with the code testing requirements for the SFP cooling pumps would be achieved no later than the beginning of the Unit 3 Cycle I I and Unit 4 Cycle l2 refueling outages.
Your letter did not address the alternative where SFP cooling system operation would not be affected.

U. S. Nuclear Regulatory Commission L-87-89 Page two The required modifications can be made without impacting operation of the SFP cooling system.
As discussed with Mr. D. G. McDonald, FPL now intends to complete the installation of the flow measurement device prior to the end of the Unit 3 Cycle I I and Unit 4 Cycle l2 refueling outages as stated in our December 26, l985 letter.
