Request for Additional Information, Proposed Technical Specifications for the Reactor Vessel Level Monitoring System (RVLMS) - Turkey Point Units 3 and 4

Reference:

TAC Numbers 62072 and 62073 By letter dated July 18, 1986, you proposed technical specifications for the RVLMS which has been installed and tested in the Turkey Point Plant, Units 3 and 4.

The RVLMS is a portion of the Inadequate Core Cooling System for the Turkey Point Plant which was reviewed and approved by the staff.

The details and basis for our approval are documented in the staff's Safety Evaluation (SE) dated January 28, 1985.

Our SE approved implementation of the RVLMS prior to approval of'echnical specifications for the system.

We have completed our, initial review of your proposed technical specifications for the RYLMS.

We have determined that Action Statement 9 is inappropriate.

As presently stated, this Action Statement would allow restart from a scheduled refueling outage with one of the two channels inoperable.

This could result in operation of a complete fuel cycle (18 months) with one failed channel and require the imposition of Action Statement 8 for the entire cycle.

Although operation in this condition is feasible, it is not considered prudent to restart with known defective equipment.

Every effort should be made to restore the equipment to operable.

An emergency or exigency amendment to the technical specifications could be requested if circumstances would not allow restoration of the equipment to an, operable status.

Woody you consider modifying your submittal such that Action Statement 9 would require restoration of the system (both channels) to operable status prior to restart from the scheduled refueling outage.
