The
NRC Systematic
Assessment
of Licensee
Performance
(SALP) Board has completed
its periodic evaluation
of your Turkey Point
and St.
Lucie facilities.
These
facilities were evaluated for the period July 1,
1984 through October 31,
1984.
The results
of the evaluation
are
documented, in the enclosed.
SALP Board Reports
(Enclosures
1 and 2).
These reports will be. discussed
with you at your offices
in Miami, Florida
on February
15,
1985.
The performance
of your Turkey Point
and St.
Lucie facilities was
evaluated
in
the functional
areas
of plant operations,
radiological
controls,
maintenance,
surveillance,
fire protection,
emergency
preparedness,
security
and
safeguards,
refueling, quality programs
and administrative
controls affecting quality,
and
licensing activities.
The
overall
Power
and
Light
Company
performance
was
satisfactory.
Although
performance
at St.
Lucie continued
to
be excellent,
performance
at
Turkey Point declined.
As noted
by the
SALP Board,
management
attention
and involvement at your Turkey
Point facility require
improvement.
A major strength
was identified in the
area
of licensing activities.
Several
serious
performance
problems
were identified,
however.
These
included
weaknesses
in
the
areas
of
plant
operations,
radiological
controls,
maintenance,
and
quality
programs
and
admi ni strative
controls affecting quality.
The Board also identified problems
related
to poor
maintenance
practices
in
several
functional
areas.
Your major
commitment
of
resources
to the Turkey Point Performance
Enhancement
Program
and the
Program
for Improved
Performance
is recognized.
Because
these
programs
were initiated
late
in
the
assessment
period,
continued
high
levels
of
management
attention
should
be devoted
to ensuring
the
successful
implementation
of these
important initiatives.
The. level of performance of your St.
Lucie facility was evaluated
as high by the
Board.
It is
a credit
and reflection
upon
site
management
that
major
strengths
were
identified
in
the
areas
of plant
operations,
radiological
controls,
maintenance,
surveillance,
emergency
preparedness,
security
and
safeg'uards,
refueling,
and quality programs
and administrative controls affecting
quali ty.
