PROPRIETARY REVIEW OF INSPECTION REPORTS As you are aware, NRC policy has been to allow licensees to conduct a review of inspection reports prior to the distribution of the report to the NRC Public Document Room.

You were recently provided with a copy of a September 4,

1984, Federal Register
Notice, "Revised Inspection and Enforcement Manual Chapter Proprietary Review of Inspection Reports; Availability" and NRC Inspection and Enforcement Manual Chapter
0611, "Review and Distribution of Inspection Reports,"

dated September 14, 1984.

These documents describe a

new NRC policy whereby licensees are responsible for informing NRC inspectors, during the course of an inspection, if any materials which inspectors are provided with or allowed to review are considered to be proprietary.

Although the NRC staff will conduct an independent proprietary review of each inspection

report, I want to emphasize your key role in identifying to NRC any materials which you consider to be proprietary.

The inspection report will specifically state whether or not proprietary information was identified to the inspector by the licensee.

Should you have any questions concerning these

matters, I will be pleased to discuss them with you.
