1980, November 4,
1980, February ll, 1981 and April 3, 1981, you provided your response to 1E Bulletin 80-11 which required all licensees and applicants to review their safety-related masonry walls and document the results.

Your initial responses were supplemented on May 27,

1983, November 7, 1983, January 24, 1984 and February 1,

1984.

We have reviewed your submittals which included the initial design rationale; reevaluation criteria with supporting analysis; modifications including additional grout, rebar and supports and; tests of in-place materials in the"e'xisting safety-'related masonry walls to verify the assumed values for material properties.

We understand that approximately seventy-five percent of the necessary modifications have been implemented and the remaining work i,s~ currently scheduled

',for completion in July of this year.

The details of our review are incl'uded in the enclosed Safety Evaluation (SE) and supporting Technical Evaluation Report (TER) prepared by our technical con'sultant, Franklin Research Center.

Appendix A of the TER provides the criteria used by the staff in determining the acceptability of safety-related masonry walls in nuclear power plants.

Based on our SE and supporting~TER, the requirements of 1E Bulletin 80-11 have been met by the, analysis per'formed, materials tests, modifications completed and modifications currently being implemented.

Therefore, we conclude'hat, there is reasonable assurance that the safety-related masonry walls at'he Turkey Point Plant, Units 3 and 4 will withstand the specified design load conditions without impairment of wall integrity or the performance of required safety functions.
