SUMMARY

PROGRAM By letter dated March 30, 1984, you provided the bases and plans for the second 10-year Inservice Inspect on Summary plan for Turkey Point Plant Units 3 and 4, in accordance with 10 CFR 50.55(a).

The staff is currently reviewing your submittal and needs the infor-mation identified in the enclosure to this letter.

The information is necessary to ensure conformance with the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, 1980 Edition through the Minter 1981 Addenda, subject to the requirements of 10 CFR 50.55a(b)(2)(i).,

To meet our current review schedule, we request that the information be provided within 30 days from receipt of this letter.

~I REQUEST FOR APDITIONAL INFORMATION INSERV ICE INSPEOT ION PROGRAM Turkey Point Units 3 and 4

General 1.

By letter L-84-87 dated March 30, 1984, you submitted a proposed inservice inspection

( ISI) program for the second 10-year inspection interval of Turkey Point Units 3 and 4.

We will be using this program, along with the other documents referenced at the end of this RAI, to review your requests for relief and code-allowed exemptions from the requirements of the applicable editions and addenda of Section XI of the ASME Boiler and Pressure Vessel Code...If there are any documents not referenced that you believe may aid 'our review (including any additional relief requests),

please provide us with copies.

If they have been previously furnished to the NRC, please document by reference.

In general paragraph 3.1, you state that where you encountered limita-tions to 100K coverage of the code-required volume or surface, the details are documented in a relief request.

In those instances where you have previously not requested relief in th'e submittals we reviewed in Reference 5,'you must request such relief, under the terms of sub-paragraph

.10 CFR 50.55a(g)(5)(iv),

from the requirements of the code edition applicable during the first interval.

Please submit such

requests, subject to our other comnents, at this time.

In general paragraph

3. 1, you also state that these "relief requests are included for information in this submittal" (for the second ISI interval).

You should submit these

requests, not only for information, but for NRC action at this time.

Since the applicable code is different for the second interval and since this is the first relief request submittal for the second interval, both the list of requests and the details of certain requests may differ.

For example, in Relief Request I, your reference to Item Bl. 10 is to the old code requirement.

Regarding general paragraph 3.5, the format of the relief request lacks the most important i tem, exactly what is the nature of the relief request.

For example, in'reading the various attachments to Relief Request No.

1, it appears that no relief is requested from either Items 81.10 or 81.11 of the examination requirements.

For l

each examination requirement, please briefly summarize in the text of the relief request the following information regarding relief:

the affected weld(s),

the nature of the relief (percent of required volume, deferral of inspection, etc.),

and other pertinent information.

Reference to any attachments providing greater detail is then acceptable.

In general paragraph 3.5, you also state that "relief requests are arranged in order by Code Category."

The order given in the Index suggests otherwise.

6.

As indicated in general paragraph 3.6. 1, the various relief requests are accompanied by, or have references to, attachments and figures.

In some instances (Relief Requests 1, 4, 9,

10) these items are not referenced or explained in the text of the relief request.

In other instances (Relief Requests 2, 9) the figure is not identified as being part of the relief request, In still another instance (Relief Request 3),

the. attachment numbers referenced in the text are inconsistent with the numbers of the attachment.

Finally, in one instance (Relief Request 6/7),

referenced figures are omitted.

In addition, some attachments, such as No.

2 and No.

3 to Relief Request 1, apparently were prepared originally for other documents.

Please revise the requests to assure that each relief request is a clearly identified package including the following:

(a) any attachment/figure is referenced by number at the appropriate place in the text, (b) marked with the same reference number and with the number of the relief request, and (c) its origin is identified'2-
