ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL
.EQUIPMENT - JUSTIFICATION FOR CONTINUED OPERATION FOR UNQUALIFIED EQUIPMENT AT TURKEY POINT UNITS 3 AND 4 By letter dated December 13, 1982, we provided our Safety Evaluation, including the Technical Evaluation Report (TER), for the Environmental Qualification of Safety-Related Electrical Equipment for Turkey Point Units 3 and 4.
We requested that you either reaffirm or provide justifi-cation for continued operation for those items identified in the TER as Categor ies I.B, II.A and II.B within thirty (30) days of receipt of the Safety Evaluation.
Your letter dated February 1, 1983, responded to our request indicating, with the exception of three Category II;A items, that your previous sub-mittals provided the necessary justification and was in accord with Appendix D of the TER.
However, as discussed with your staff, the conclusions in Appendix D were applicable while the staff and its contractor were performing the evaluation and may require a reassessment based on the final conclusions and categorization of the specific items.
Based on these dis-
- cussions, you have reassessed the Category II.B items and provided justifi-cation for continued operation in your letter dated March 1, 1983.
You further indicated that the items in the remaining categories are being reviewed and are expecting to complete the effort by March 31, 1983.
This schedule is acceptable to the staff.
We have reviewed the information provided for the Category II.B items in accordance with 10 CFR 60.49(i) which identifies the necessary elements to be considered for ensuring that a plant can be safely operated.pending qual-ification.or replacement of unqualified or questionable items.
Based on our review, we have co@eluded that;the justification for continued operation provides reasonable assurance that Turkey Point, Units 3 and 4, can be oppfated in a safe manner pending additional testing, replacement or other corrective actions. in accordance with the schedule provided in 10 CFR 50o49(g).

was issued on Janaury 21. 1983, subsequent to the issuing of the Safety Evaluation for Turkey Point Units 3 and 4.
A letter providing clarification and the impact the rule has on the electrical equipment qualification effort will be provided within a week.
This letter affects fewer than ten respondents; therefore, Of/B clearance is not required under P.L.96-511.
