FLORIDA POWER & LIGHTCOMPANY February I, I 983 L-83-47 Office of Nuclear Reactor Regulations Attention:
Mr. Steven A. Varga, Chief Operating Reaclors Branch No.
I Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555
Dear Mr. Varga:
Re:
Turkey Point Units No. 3 Bc 4 Docket Nos. 50-250 and 50-25 I Environmental Qualification SER In response to your letter of December I 3, I 982, regarding environmental qualification of safety related electrical equipment, Florida Power 8
Liaht has conducted a review of Technical Evaluation Reoorts tha'ere prepared by the Franklin Research Center.
With the exception of the three component items listed below, ovr review indicates that FPL has previously transmitted justification for continued operation for all of the equipment identified in the Technical Evaluction Report.
We therefore reaffirm that these previously submitted justifications for continued operation will apply to the component items listed in the Franklin Research Center reports.
This is in accord with the conclusions reached by Franklin Research Center identified in Appendix D of their report.
For the Safety Evaluation Category II A items number 35, 59 and IOI, we are herein providing a justification for continued operation for item 35 and additional qualification information regarding items 59 and IOI that we believe shows that these last two are qualified:
Item 35: Pyco RTD Model l2240300448 CS The test specimen was preaged prior to the LOCA test to l20OC for 7 days.
Conservatively assuming that for each I OoC decrease in temperatvre the life doubles, the test demonstrates that the equipment would last for 2.63 years in the less than 50OC ambient temperature of the containment building.
Since publication of the Pyco qualification test report, Pyco has amended the part numbering system used for their RTDs.
The digit, "I", was added to designate nuclear equipment.
Pyco states that RTDs tested as P/N 22-4030 are identical to P/N I 22-4030.
PEOPLE... SERVING PEOPLE Presently Pyco is retesting these RTDs more rigorously with respect to aging.
The RTDs were installed in December l98I.
The results of the additional testing will be available in March l983.
At that time the RTDs wiii have reached only one*alt of their present quaii'ied iife. ~$0~
This provides vs with a large enough margin to make a decision based on the new test information as to replacement ar con'inued use of 'he Pyco 8302070472 8302 PPR

Technology of Energy Corp. Acoustic Monitor Model E2273A (sensor)/500 (Charge Converter)
Enclosed is a TEC letter dated March 23, l983 recommending that TEC Model l60 Transient Shield be installed to protect the Model 500 Charge Converter from direct steam impingement.
The l60 Transient Shield has been installed on Unit 3 and is being installed on Unit 4 at this time.
The enclosed TEC qualification test report 5 I 7-TR-03 Rev.
2 provides evidence that the TEC Acoustic Monitor system is qualified and will not fail due to environmental conditions.
Item I 0 I: Rockbestos Cable Model Firewall III Enclosed is a IO/23/8I letter from Rockbestos indicating that the test results are applicable to the item in question.
This information was provided in our submittal dated September 24, l982 in response to request 4C.
The TEC Qualification test report 5I7-TR-03 Rev. 3 is proprietary information and we request that it be exempt from public disclosure.
Certification of the proprietary nature of above listed information will be included in our response described in L-83-23 (January 20, l 983).
