IMPLEMENTATION OF SAFETY PARAMETER DISPLAY SYSTEM (SPDS)
AT TURKEY POINT UNITS 3
AND 4 (TAC NOS.
65032 AND 65033)
The purpose of this leiter is to identify opeII items remaining in the implementa-tion of the Safety Parameter Display System (SPDS) at Turkey Point.
These items require action by Florida Power and Lighc Company (FPL) in order to resolve them and close the SPDS issue.
On March 23 through 25, 1987, the NRC staff conducted a post-implemeniation audit of the SPDS at Turkey PoiIIt.
The SPDS was evaluated using criteria in NUREG-0737, Supplement 1.
Recently a Technical Evaluaiion Report (enclosed) based on the audit was completed by our contractor, SAIC.
The NRC staff agrees with the conclusions of that rcport as stated on pages 14-16 in Section 4.0.
The conclu-sions focus on the eight requirements of NUREG-0737, Supplement I.
A conference call was held on October 4, 1988 with members of the FPL staff, and the siatus of the eight items was reviewed.
The FPL participants in that call included:
Russ Gouldy, Tom Grozan, Tom Deplonzy, Gilbert Richardson, Gabe Soloman, Ed Lisinger and Mel Bernard.
It was agreed thai we would send the SAIC report to you, and that FPL would take the necessary actions to resolve th~ remaining items.
We request that you advise us in writing when you have completed the actions necessary to close the SPDS issue.
We also request you advise us within 30 days of receipt of this letter of your schedule for,completing these actions so that we can make our inspection plans.
Please note that the TAC number on the contractor report was a separate and earlier number a>>d is not the appropriate TAC number to reference for this ongoing effort.
