SAFETY EVALUATION FOR TURKEY POINT -

RESPONSE

TO GENERIC LETTER 83-28 (SALEM ATWS),

ITEM 2. 1 (TAC NOS.

52891 AND 52892)

The purpose of this letter is to transmit the enclosed Safety Evaluations.

These Safety Evaluations are associated with the Florida Power and Light (FPSL)

Company's proposed response to meet the requirements of Generic Letter 83-28, Item 2.1 (Parts 1 and 2) at the Turkey Point Plant, Units 3 and 4.

Generic Letter (GL) 83-28, Item 2.1 (Part 1), required licensees to confirm that all components whose functioning is required to trip the reactor are identified as safety-related on all plant documentation and in information handling systems that are used to control all activities performed on this safety-related equipment.

Part 2 of Item 2.1 requires licensees to confirm that an interface has been established with the Nuclear Steam Supply System (NSSS) vendor or with the vendors of each of the components of the Reactor Trip System.

Generic Letter 83-28 was prompted by the failure of reactor trip circuit breakers at the Salem plant earlier in'1983.

In letters dated November 8, 1983 and April 17,

1987, FPSL provided its response to GL 83-28, Item 2.1 (Part 1).

The FP8L response for Part 2 of Item 2.1 was included in the November 8, 1983 letter.

We have concluded, based on the discussion in the enclosed Safety Evaluations that a program exists at FP8L (Turkey Point) for identifying, classifying and treating components that are required for reactor trips as safety-related.

In

addition, we find that FPhL has confirmed that a vendor interface program exists with the NSSS vendor for components that are required for performance of the reactor trip function.

These programs meet the requirements of Item 2.1 (Parts 1 and 2) of GL 83-28 and are acceptable.
