The purpose of this letter is to transmit for your review and comment the "Proof and Review" version of revised Technical Specifications (TS) for Turkey Point Units 3 and 4.
We request that you provide written comments on the draft by July 8, 1988.
The development of revised TS by Florida Power and Light Company (FP8L) has been underway for severa 1 years.
Many meetings have been held with the NRC staff in this effort to upgrade the Turkey Point TS toward Standard TS.
A major milestone in the program is NRC's issuance of a "Proof and Review" version.
This version is a draft TS which represents the current position of the Technical Specifications Branch in the Office of Nuclear Reactor Regulation.
Please recognize that the NRC staff is still studying some of the TS issues, and we expect to further discuss these
- issues, along with your comments, with your staff over the next few months.
We intend to complete this work and issue a license amendment with the new TS before the end of 1988.
After the technical issues have been resolved, FPSL should submit a Final Draft TS for NRC's final approval and for incorporation into the licenses.
We request your certification at that time that the Final Draft TS are consistent with the current design of Turkey Point, with the updated FSAR, and with the as-built plant.
In addition, we request your certification at that time that each speci-fication in the current license TS has been accounted for in the Fina,l Draft by:
(I) direct transfer, except for editorial and format changes, (2) substitution of an appropriate Standard TS, or (3) submittal of justification for other changes.
