SCHEDULE FOR REVIEW OF REVISED TECHNICAL SPECIFICATIONS-TURKEY POINT UNITS 3 AND 4 (TAC NOS.

65038 AND 65039)

The purpose of this letter is to transmit the current schedule (enclosed) for completion of the Turkey Point Technical Specifications Revision Project.

The next milestone (issuance of the proof-and-review draft by June

10) is based on receiving certain information from Florida Power and Light (FP&L) by April 22.

This was discussed with members of your staff at the last meeting on this sub-ject (March 29-31) and by telephone the following week.

The information required includes:

(1) the FP&L updated Safety Analysis covering changes since the original 1986 submittal, (2) an updated listing of all Technical Specifica-tions (TS) relaxations

proposed, and (3) grouping or categorization of the changes from the current TS to avoid having to justify each individually.

The TS changes proposed by FP&L are extensive, have already absorbed considera-ble resources from FP&L and

NRC, and are expected to involve extensive discus-sions in the months ahead.

Although the enclosed schedule has no contingency for unforeseen

problems, we will do our best to achieve it.
