Lucie facilities which were sent to you on August 21, 1986; our meeting of September ll, 1986, at which we discussed these reports; and your written comments in letter serial L-86-419 dated October 13, 1986, relative to the reports.

The enclosure contains the meeting summary of September ll, 1986; and the NRC response to your written comments of October 13, 1986.

It is requested that quarterly management meetings be scheduled to discuss your progress in improving the Category 3

SALP ratings at your Turkey Point facility in the areas of Plant Operations, Maintenance, and Quality Programs and Administrative Controls Affecting Quality which have had successive Category 3

ratings.

No reply to this letter is required;

however, should you have any questions concerning these matters, I will be pleased to discuss them with you.

SALP Enclosure 2,Section IV B. 1 Radiological Controls The first comment concerns the reference to an inadvertent personal overexposure associated with steam generator sludge lancing activities.

The SALP report has referenced NRC inspection 335/86-01 as the source of the information.

The Notice of Violation contained -two areas in which the violation was identified:

Failure to establish radiation protection procedures.

Failure to perform adequate surveys- (evaluations) of individual exposures.

The violation was issued as a result of a special, announced inspection in an area concerning the potential of whole body radiation exposure in excess of 10 CFR 20 limits.

FPL concurs there was a potential to exceed the limits and the NRC issued the violation based on the potential for an overexposure.

Response

The licensee is correct in that an actual overexposure was not identified.

B.

SALP Enclosure 2,Section IV H:1 Outages The Outage portion of the evaluation expressed an NRC recommendation that FPL implement a more detailed and disciplined search for fuel failure mechanisms, during the next refueling outage.

This was based on the additional fuel failures experienced since the last Unit 1 refueling outage.

NRC should consider that with an 18 month refuel

cycle, fuel performance improvements may require 4. 5 years..to be fully implemented.

Mith less than 0.05K failed fuel rods at the end of Cycle 6, FPL sought to improve and will continue to seek improvements in fuel performance.

Response

NRC inspection and review of licensee correspondence since the end of the SALP period indicate that the licensee has taken important steps to prevent future fuel failure including initial steps to change to fuel rods that are solid in the area of the bottom space grl d.
