The

NRC

Systematic

Assessment

of

Licensee

Performance

(SALP)

Board

has

completed its periodic evaluation of your Turkey Point facility.

This facility

was evaluated for the period

May 1, 1986, through

May 31,

1987.

The results of

the evaluation

are

documented

in the enclosed

SALP Board Report.

,The report

will be discussed

with you at the Turkey Point site at 9: 00 a.m.,

on July 30,

1987.

The performance

of your

Turkey Point facility was evaluated

i n the functional

areas

of plant operations,

radiological controls,

maintenance,

surveillance,

emergency

preparedness,

security

and safeguards,

outages,

quality programs

and

administrative

controls affecting quality, licensing activities, training and

qualification effectiveness,

and engineering

support.

The engineering

support

category is

a new functional area that

has

been

added

to the

SALP.

This

new category

explores

events

and

problems that occurred

during

the period.

The Florida

Power

and Light engineering

functions

have

figured prominently in activities

on site.

As noted

by the

SALP Board, you will need to continue your intense

management

involvement in activities associated

with your Turkey Point facility.

Your

major

personnel,

material

and financial

commitments

are

recognized

and are

having

a positive effect as evidenced

by the improvements

in plant operations,

maintenance

and quality programs.

However,

weaknesses

in facility performance

have

been

noted

in the

areas

of security

and

safeguards,

training

and

qualification effectiveness,

and engineering

support.

The various parts of the

Performance

Enhancement

Program

(PEP)

have

been

pursued vigorously as

have your

other initiatives to

improve

performance.

While the

general

trend is

improving,

and the plant

and its staff are in better condition,

a number of

individual significant events

and inspection findings during the period covered

have precluded

higher ratings at this time.

One such significant event was the

conoseal

leak

on the Unit 4 reactor

vessel

head.

This event highlighted our

concerns with management

effectiveness

both in the decision-making

process that

allowed the unit to operate

in the Fall of 1986 and the initial response

to the

event in March 1987.

Also, the loss of boric acid flowpaths

'I'ay1987 gave us'cause

to question the effectiveness

of improvements

in the area of

plant operations

that were evident

up to this period of time.

Your

management

attention

in the

area

of training

and qualification

effectiveness

was

displayed

by the construction

of a

new training facility

which

was

dedicated

by Chairman

Lando

Zech in February

1987.

However,

the

continued

poor performance

in this area

was apparently

inconsistent with the

resources

you

have

expended.

Similarly, the

area of security

and safeguards

appears

to suffer from inadequate

management

oversight.

We also

note that

some of your initiatives

have yielded significant safety

improvements.

The design

basis

reconstitution

of selected

safety

systems

has

uncovered

several

design

or procedural

deficiencies for which you took prompt

and effective corrective action.

The Procedure

Upgrade

Program also appears

to

be progressing

well

and

has

resulted

in substantial

improvements.

We will

continue to monitor and work closely with you in the implementation of these

programs.

Any comments

which you

have

concerning

our evaluation of the performance of

your facility should

be submitted to this office within 30 days following the

date of our meeting in Homestead,

Florida.

Your comments,

a

summary of our

meeting,

and

my disposition of your

comments will be issued

as appendices

to

the enclosed

SALP Board report.

Should

you

have

any

questions

concerning

this letter,

we will be glad to

discuss

them with you.
