Dear Mr. Woody:
D. Miller D. McDonald
SUBJECT:
INSERVICE INSPECTION (ISI) RELIEF REQUEST NUMBER 16-VISUAL (VT-2) EXAMINATION OF REPAIRED COMPONENTS, TURKEY POINT PLANT UNIT 3
Reference:
TAC Number 65452 By letter dated June 2, 1987, you requested relief from the visual (VT-2) examination required by IWA-5246, "Repaired or Replaced Components and Altera-tion of a System," of Section XI of the American Society of Mechanical Engineers (ASME) Code.
You also provided information to support the request for Turkey Point Plant Unit 3. It has been bought to our attention that this is Relief Request No. 16, not No.
15 as indicated in your letter.
As the result of our evaluation, we have determined that certain ASME Code Section XI inspection requirements identified in IWA-5246 for the visual (VT-2) examination requirement of the repaired control rod drive housings numbers G7 and G9 are impractical to perform at the Turkey Point Plant Unit 3.
We have further concluded that the alternatives discussed in the enclosed Safety Evalu-ation will provide an acceptable level of safety and relief is justified.
Therefore, pursuant to 10 CFR Part 50.55a(g)(6)(i),
the granting of this relief is authorized by law and will not endanger life or public property or the common defense and security and is otherwise in the public interest.
In making this determination, we have given due consideration to the burden that could
'esult if these requirements were imposed on your facility.
