Based on discussions this afternoon with Mr. Dan McDonald of your

staff, we would like to clarify our position regarding the use of "bleed-and-feed" as a backup means of decay heat removal at Turkey Point Units 3 and 4.

Please be advised that our corporate intention has

been, and continues to be, to include the bleed-and-feed option in the Turkey Point Emergency Operating Procedures (EOPs) as a means of mitigating core damage.

In addition, the current Off-Normal Operating Procedure 7308. 1, "Malfunction of Auxiliary Feedwater System," includes provisions for utilizing bleed-and-feed as an alternative to using the steam generator as the preferred heat sink.

Pursuant to a December 24, 1985 letter from Mr. Hugh L. Thompson, Jr.

(Modification of Commission Order Dated February 23, 1984),

the Turkey Point operators are trained in the new EOPs and the EOPs wii-1 bbeaplemented by March 31, 1986.
