REQUEST FOR RELIEF FROM CERTAIN FIRST TEN-YEAR INSERVICE INSPECTION RE(UIREMENTS - TURKEY POINT PLANT UNITS 3 AND 4 10 CFR 50.55a(g) requires ASME Code Class 1, 2, and 3 components (including supports) of a pressurized water-cooled nuclear power facility to meet the requirements set forth in Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, of the ASME Boiler and Pressure Vessel Code.

Each facility is required to have an inspection program plan which is updated every ten years to meet the requirements of the latest approved edition and addenda of Section XI.

We have reviewed your first ten-year interval inservice inspection program plan and the requests for relief from certain requirements of the applicable ASME Code and addenda.

We provided a Safety Evaluation (SE) on April 26,

1983, and granted relief from the examination requirements which we determined to be impractical to perform and also denied relief in those cases where the necessary findings could not be made.

By letter dated November 20, 1984, you requested additional relief from certain code inspection requirements in the 1974 Edition of Section XI of the ASME Boiler and Pressure Code with Addenda through Summer 1975.

The requests for relief were reviewed and evaluated with technical assistance from Science Applications International Corporation (SAIC) and documented in a Technical Evaluation Report (TER).

We have enclosed a

SE which contains the details of our evaluation based on your requests, supporting information, and proposed alternative examinations or tests.

The TER (Addenda A to SAI Report 186-028-18) is enclosed as an attachment to our SER.

We have granted relief for the examination requirements which we have determined to be impractical to perform and, by granting relief, would not compromise the safety of the facility.

In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.
