SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO REQUESTS FOR RELIEF FROM FIRST TEN-YEAR INSERVICE INSPECTION REQUIREMENTS FLORIDA POWER AND LIGHT COMPANY TURKEY POINTS UNITS 3 AND 4 DOCKET NOS. 50-250/251 INTRODUCTION Technical Specification for the Turkey Points Units 3 5 4 Nuclear Power Generating Station states that inservice examination of ASME Code Class I, 2, and 3 components shall be performed in accordance with Section.XI of the ASME Boiler and Pressure Vessel Code and applicable Addenda as required by 10 CFR 50.55a(g) except where specific written relief has been granted by the Commission.
The Inservice Inspection Section of the Materials Engineering Branch, Division of Engineering, has reviewed the licensee's first ten-year interval inservice inspection program plan and the requests for relief from certain requirements of the applicable ASME Code and addenda.
We had provided a Safety Evaluation Report (SER) on April 8, 1983.
We had granted relief from the examination requirements which we had determined to be impractical to perform at the Turkey Point Plant Units 3 It 4.
We had also denied relief in those cases where the necessary findings could not be made.
In order to complete the first ten-year inspection interval at the Turkey Point Plant Units 3 5 4, relief from certain inservice inspection requirements in the 1974 Edition of the ASME Code Section XI with Addenda through Summer 1975 is required.

EVALUATION Requests for relief from the requirements of Section XI which have been determined to be impractical to perform have been reviewed by the Staff's contractor, Science Applications International Corporation.
The contractor's evaluations of the licensee's requests for relief and his recommendations are presented in the Technical Evaluation Report (TER) attached (ATTACHMENT I).
The staff has reviewed the TER and adopts the evaluations and recommendations.
A summary of the determinations made by the staff is presented in the following table:

CONCL'USION Based on the review summarized and pursuant to 10 CFR 50.55a(g)(6)(i),
the staff concludes that relief granted from the examination and testing requirements and alternate methods imposed through this document give reasonable assurance of the piping and component pressure boundary and support structural integrity, that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest considering the burden that could result if they were imposed on the facility.
