Crs Generic letter 81-04 dated February 25, 1981 requested that we pro e an assessment of our facility procedures and training with respect to our capability to mitigate a station blackout event.

L-81-222 of May 26,

1981, provided interim response to, generic letter 81-04, stating our intent to provide further response which follows herein.

The Turkey, Point Units 3 and 4 Emergency Procedure

20007, "Loss of all A.C.

Power",

addresses the plant specific aspects of NRC Generic letter 81-04, "Emergency, Procedures and Training for Station Blackouts", dated February 25, 1981.

This procedure specifically addresses items a, e, f, and g of the subject letter with the following exceptions:

1)

Item a.

The unavailability of the ventilation system has not been addressed.

We will assess the effects of loss of ventilation on our capability to maintain coolant inventory and heat removal and provide an update on the status of this assessment by the end of April 1982.

2)

Item f.

Consideration of the availability of emergency lighting is considered by EOP 20007, however, the actions required to restore such lighting in the event of malfunction is not currently addressed.

A procedure change has been initiated to address this issue.

Status will be provided by the end of April 1982.

The plant specific aspect of the remaining items of the subject letter were addressed as part of the procedure development and training for the loss of PO/5 all A.C. power.'he subject procedure was reviewed and approved by the Turkey S

Point Plant Nuclear Safety Committee on January 21, 1982.

50-250 and 50-251 Emergency Procedures and Training For Station Blackout Events Our letter (L-81-412) dated September 21, 1981 discussed our interim actions for the training of operators for station blackout events.

How, Turkey Point Plant licensed personnel have been trained on station-blackout through our annual r equalification training program.

Additional training on loss of all A.C. power will be given to our licensed personnel during simulator exercises scheduled for April through May, 1982.
