As a member of the Westinghouse Owners Group, Florida Power
& Light subscribes to the program and the schedule described in the Owners Group letter dated April 9, 1981 concerning "Emergency Procedures and Training for Station Blackout Events".
As mentioned in that letter, we intend to submit the results of our review of procedures and training by January 15,1982.
This date will give us the time necessary to conduct our review and take any necessary actions following receipt of the Westinghouse loss of AC power guidelines and following the planned Owners Group seminar on the subject.
In the interim, in response to the request in the NRC letter dated February 25, 1981 on this subject, it is our judgement that no action on our part is warranted until the Owners Group work is completed and appropriate actions are identified.
It is our opinion that this course of action is justified because of the exceedingly low probability of a blackout event and because our current procedures and training provide adequate protection for all design bases events.
