SUMMARY
OF DECEMBER 5, 2017, CLOSED MEETING WITH DUKE ENERGY CAROLINAS, LLC TO DISCUSS SECURITY-RELATED INFORMATION FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (CAC NOS. MG0250, MG0251, AND MG0252; EPID L-2017-LRM-0039)
On December 5, 2017, the U.S. Nuclear Regulatory Commission (NRG) staff held a closed meeting with representatives from Duke Energy Carolinas, LLC (the licensee) at NRG Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland.
The purpose of the meeting was to discuss a proposed license amendment request regarding a security condition at the Oconee Nuclear Station, Units 1, 2, and 3 (Oconee). The details of this discussion are determined to be safeguards and/or security-related information and are withheld from public release in accordance with Title 10 of the Code of Federal Regulations (10 CFR),
Part 73, Section 73.21. The meeting notice and agenda, dated November 3, 2017, are available in NRC's Agencywide Documents Access and Management System under Accession No. ML17304A912. A list ot meeting attendees is enclosed.
The licensee gave a presentation of its planned license amendment request to modify the physical security plan tor Oconee. The licensee gave an overview of the licensing history associated with the subject. The licensee stated that it is in compliance with its physical security plan and that it intends to submit a license amendment request to clarify the licensing basis and to provide additional security measures. The meeting attendees discussed options for submitting the license amendment request (e.g., in accordance with 10 CFR Part 50, Section 50.90; Part 73, Section 73.5; or Part 73, Section 73.55, Paragraph 73.55(r)). The NRC staff asked some clarifying questions regarding the licensee's planned submittal and schedule and stated that the scope of the licensee's request should be clearly defined in the application.
The licensee indicated that it plans to submit its license amendment request in the first quarter of calendar year 2018. The staff will provide its projected review schedule as part ot its acceptance review of the submittal. The staff did not make any regulatory decisions or commitments at the meeting.
