~Findin As required by Section 5.3. 1 of Appendix B technical specifications, detailed written procedures, including applicable check off lists and instructions, shall be prepared and approved as specified in Section 5.3.2 for operation of systems and components in implementing the environmental program.

Section 5.3.2 of the referenced Appendix

requires, in part, that all procedures described in Section 5.3. 1
above, and changes
thereto, shall be reviewed and approved as specified in Section
5. 1, prior to implementation.

Section 5. 1 of the referenced Appendix requires management review of all procedures as specified in Section 5.3. 1 supra, and any other proposed procedures or changes thereto determined to affect environmental impact.

Contrary to the above, the licensee failed to approve procedures provided for implementation of surveillance, monitoring and special study programs defined in Section 4.0 of Appendix B technical specifications including the following subsections:

plankton (4. l.l. 1. 1); fish (4. 1. 1. 1.2);

benthos and substratum (4. 1. 1. 1.3); recovery in discharge area (4. 1. 1. 1.4);

groundwater (4. 1. 1.2); revegetation of cooling canal banks (4.2. 1. 1);

long term monitoring (4.2.2.g and 4.2.2.3).

~Res ense We have identified the biotic monitoring procedures which are presently being followed at Turkey Point Units 3 and 4.

These will be integrated as an attachment to Environmental Procedure C-2 and reviewed and approved by appropriate parties within the company organization and the Company Environmental Review Group by June 30, 1980.

In the future, new procedures and revisions to current procedures imple-menting these subsections will be reviewed and approved by the Company Environmental Review Group prior to being issued for use.
