JAN 28 1980 APPENDIX A NOTICE OF VIOLATION Florida Power and Light Company Turkey Point 3 and 4
License No. DPR-31 DPR-41 Based on the NRC inspection December 19-21, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indi-cated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Section 5.3.1 of Appendix B technical specifications, detailed written procedures, including applicable check off lists and instructions, shall be prepared and approved as specified in Section 5.3.2 for operation of systems and components in implementing the environmental program.
Section 5.3.2 of the referenced Appendix requires, in part, that all procedures described in Section 5.3.1 above, and changes thereto, shall be reviewed and approved as specified in Section 5.1, prior to implemention.
Section 5.1 of the referenced Appendix requires management review of all procedures as specified in Section 5.3.1 supra, and any other proposed procedures or changes thereto determined to affect environmental impact.
1 Contrary to the above, the licensee failed to approve procedures provided for implementation of surveillance, monitoring and special study programs defined in Section 4.0 of Appendix B technical specifications including the following subsections:
plankton (4.1.1.1.1); fish.(4.1.1.1.2);
benthds and substratum (4.1.1.1.3);
recovery in discharge area (4.1.1.1.4);
groundwater (4.1.1.2); revegetation of cooling canal banks (4.2.1.1.);
long term monitoring (4.2.2.2 and 4.2.2.3).
This is a deficiency.
