Office of Nuclear Reactor Regulation Attention:
Mr.-Darrell G. Eisenhut Acting Director Division of Operating Reactors U. S. Nuclear Regulatory Commission Washington, D.
C.
20555
Dear Mr. Eisenhut:
FLORIDA POWER 4 LIGHTCOMPANY January 23, 1980 L-80-32 Re:
Turkey Point Unit 4 Docket No. 50-251 Steam Generator Ins ection
.On May 18, 1979 (L-79-122), Florida Power 8 Light Company submitted the results of the most recent steam generator inspection and preventive plugging for Turkey Point Unit 4.
That report provided justification for in excess of ten effective months of operation prior to reinspecting the steam generators.
The NRC initially granted six effective full power months of operation prior to the next steam generator inspection.
Subsequently, an extension of two months was granted for a total of eight effective months of operation.
Florida Power 8 Light Company believes that the submittal of May 18, 1979 coupled with the recent leak-free operating experience with Turkey Point Units 3 and 4 and the recent inspection results of Turkey Point Unit 3 justifies a
total of ten effective months. prior to performing a steam generator inspection.
Therefore, FPL requests an extension of two effective full power months, which will allow us to operate Turkey Point Unit 4 until its next scheduled outage.
This will eliminate a 3-4 week outage and will result in a savings to our customers of at least
$ 10 million, and a savings of at least 600,000 barrels of oil.
The Turkey Point Plant Nuclear Safety Committee and the Florida Power 8 Light Company Nuclear Review Board have reviewed and approved this request.
Your response is requested by February 11, 1980.
Please feel free to call if you should have any question in this matter.
We have determined that this is a Class III request in accordance with 10 CFR 170.
Accordingly a check for $4,000 is enclosed.
Very truly yours, Robert E. Uhrig Vice President Advanced Systems 8 Technology REU/GDW/ah Enclosure cc:
